Dowling B. Stough M.D., F.A.A.D., C.C.T.I.Dr. Stough is Medical Director and President of Burke Pharmaceuticals, LLC.
Dr. Stough is the founder and practicing dermatologist of The Dermatology Clinic, P.A. and medical director of Burke Pharmaceutical Research. Founded in 2000, Burke Pharmaceutical has grown from a small clinical trials unit within a dermatology practice to a national leader in clinical trials of skin disease. Currently, it employs an experienced site manager, three clinical coordinators, a full time advanced nurse practitioner and three physician investigators. Over the last 10 years, Burke Pharmaceutical Research has been involved in over ninety clinical studies. Dr. Stough has served as the medical director for various pharmaceutical companies conducting clinical trials, and has conducted multiple investigator-initiated studies.
Dr. Stough holds patents on a medical device known as the “Wart Eraser.” He has also been instrumental in developing other medical devices.
Dr. Stough is the founder and past president of the International Society of Hair Restoration Surgery. He was the author of two leading textbooks dedicated to hair restoration surgery. He has written over 50 scientific publications and has contributed numerous textbook chapters. He has presented over 180 medical lectures at scientific meetings and was the recipient of the “Golden Follicle Award” by the International Society of Hair Restoration Surgery. He is a fellow of the American Academy of Dermatology and holds a certified physician investigator designation from the Association of Clinical Research Professionals. His interest in dermatologic drug development is preceded by over 15 years of hands on exposure to clinical trials and protocol development.
Dr. Stough has always had an interest in research, after his medicine internship at Baptist Hospital in Memphis, Tennessee; he was involved in research during his dermatology residency at the University of Arkansas Medical School. Following this, Dr. Stough was accepted into a one year fellowship sponsored by the American Academy of Cosmetic Surgery. After maintaining an active dermatology practice for 20 years, he recently divested his practice to devote full time attention to clinical research and drug development. He continues as Clinical Assistant Professor of Dermatology at the University of Arkansas for Medical Sciences. He maintains active licenses in Arkansas, Florida, Texas, Tennessee, and New York and continues to see research related patients.
Burke Pharmaceutical is dedicated to the commercial development of pharmaceutical products and will draw upon the experience and knowledge gained thru years of research and medical practice. The targeted products will be physician driven and will fill voids that have not been currently addressed by other pharmaceutical companies.

Mr. Dugan is director of clinical operations for Burke Pharmaceuticals, LLC. and is also responsible for feasibility studies
in the early development of proprietary drugs.
Mr. Dugan has over 11 years of experience in clinical research. He has developed a large database of contacts with key personnel in the industry. Seven years ago, he became the director of clinical operations for Burke Pharmaceutical Research. As director, Mr. Dugan handles all the clinical and regulatory aspects involved in the trial studies; oversees all assisting personnel, negotiates contracts and budgets, and supervises subject conduct during the trial.
After graduation from the University of Arkansas, he began his career in clinical trial research at Physicians Group Research Clinic. While employed, he successfully attained his certificate as a Certified Clinical Research Coordinator. He then became the regional director of Clinical Operations for Research Solutions, a national site management organization based in Little Rock, Arkansas. He served as the director overseeing 10 clinical research sites and managed a dozen research coordinators.
Mr. Dugan received a B.S. in Biology from the University of Arkansas. He also holds certifications from the Association of Clinical Research Professionals, Certified Clinical Research Coordinator (CCRC), Model Agreement Group Initiative, and Clinical Research Contract Professional (CRCP).

Dr. Pfister is Senior Director Product Development at Burke Pharmaceuticals, LLC. and is responsible for product
development, preclinical, clinical and regulatory affairs.
Dr. Pfister has over 30 years of experiences in pharmaceutical product research and development, preclinical, clinical and regulatory affairs and has consulted for a number of pharmaceutical companies in early drug development assessing regulatory strategy, management of product development, preclinical safety and clinical development programs.
Dr. Pfister was Vice President, Scientific Affairs at NAL Pharmaceuticals responsible for formulation development of orally dissolving films (ODFs) and transdermal dosage forms, preclinical, clinical and regulatory affairs. Prior to NAL Pharmaceutical, Dr. Pfister served as Senior Director, Product Development, Preclinical and Clinical Development & Regulatory Affairs during his tenure at NexMed USA Inc. He was Director of Product Development and Project Management at Lavipharm Inc. and was Director of Transdermal Development, Project Planning and Regulatory Affairs & Quality Assurance at PharMetrix Corp. He managed the Controlled Release Laboratory at Dow Corning Biomedical Materials in Michigan and worked for American Critical Care as Senior Research Investigator, Toxicology and for Hoffmann-La Roche as Senior Scientist, Quality Control.
Dr. Pfister received his M.S. and Ph.D. in Pharmacology and Toxicology from Purdue University Pharmacy School, and B.S in Biochemistry from University of New Hampshire. He is a certified Regulatory Affairs Professional (RAC), Diplomate of the American Board of Toxicology (DABT), and is author of several patents, publications and books including: “Transdermal and Topical Drug Delivery Systems, (1997) and “Intraoral Drug Delivery: Molecules to Market” (2000).
Sara Barnett is a licensed CPA who works directly with medical clinics and pharmaceutical research companies. She received her Bachelor’s Degree in Accounting, Summa Cum Laude at the University of Arkansas in 1979. She passed her CPA exam in 1979 and is a member of the Arkansas Society of CPA's. Her past experience includes three years of public accounting at Arthur Anderson and Company, in addition to 20+ years in financial accounting and business management. Her memberships include the Hot Springs ‘Fifty for the Future’ and the ‘2001 Foundation.’ She is the past president and treasurer of both the Junior League of Hot Springs, and the Garland County Medical Society Auxiliary. Ms. Barnett is an active Director for Simmons First National Bank of Hot Springs, Arkansas. She has been instrumental in the start up and oversight of approximately one dozen medically related companies.
Ms. Boettger is a licensed advanced practice nurse working directly with the Burke Pharmaceutical’s management team. Research has been a strong interest of Ms. Boettger’s beginning as a bachelor of nursing undergraduate at the University of Kansas. She was selected to work with a physiology and behavioral sciences department as an undergraduate research assistant. This experience gave Ms. Boettger a desire to integrate research into her nursing career. As a clinician and nurse leader, Ms. Boettger has developed evidence based programs in hospital and agency settings. This led to a feature story by The Agency for Health Care Policy and Research regarding an acute care wound project.
She completed a Master’s in Nursing Science from the University of Arkansas for Medical Sciences in 1995. Her graduate research involving chronic wounds was completed at St. Josephs Regional Health Center, and later published in the Journal of WOCN. Later, as a college nursing instructor, Ms. Boettger integrated research and evidence based nursing practices into the nursing curriculum, and fostered inquiry into standards of practice. Today Ms. Boettger uses her expertise in research, wound therapy, and adult health nursing as a licensed clinical nurse specialist at Burke Pharmaceuticals. The roles of an APN and CNS include direct provider, consultant, mentor, staff and patient educator, and researcher.
